The treatment, known as PrEP (pre-exposure prophylaxis), is a daily tablet that can lower a person's chances of catching HIV. If taken correctly, it is thought it is almost entirely effective in preventing HIV.
While NHS England has promised £2m in funding to treat around 500 people with PrEP over the next two years, it said it had considered representations from stakeholders, and reiterated a statement from earlier this year which said it does not believe it should be the body responsible for offering the drug.
In a statement, it said: "'As set out in the Local Authorities (Public Health Functions and Entry to Premises by Local Healthwatch Representatives) Regulations 2013, local authorities are the responsible commissioner for HIV prevention services."
PrEP is a way of using anti-retroviral drugs – usually used for treating people with diagnosed HIV – to stop viral transmission.
HIV charities have hit out at the decision by NHS England.
The NHS in Wales, Scotland and Northern Ireland have not yet made a decision regarding the treatment.
