The woman, who is only known as Lucy, is thought to have shared the message on a banner above a carpet shop, Des Kelly Interiors, in the Phibsborough area of Dublin.
The message reads: "Hey Alex, can't believe I'm doing this, but spring has spring, it's a Leap Year, so here goes... Will you be my forever Valentino? Lucy X."
Neither Lucy, nor Alex, have been identified – or whether the proposal has been accepted.
It isn't the first time the shop has posted public declarations of love. Four years ago, a message appeared on the billboard above the store which cryptically read: "To the girl in the blue mini I changed your tyre last week but I was too shy to ask for your number. Please call me."
