Matthew Harding, 27, and from Oldbury, was hit by a car in Wolverhampton on Monday (20 July) as he was working on a communications box at the junction of Jack Holden Avenue and Robert Wynd with a colleague. The incident happened shortly before midday.
Both Mr Harding and his colleague were struck by a grey Citroen Picasso. Matthew, known as 'Matty' to his family and friends, was taken to hospital by air ambulance, but was pronounced dead on Tuesday evening as a result of the injuries he had sustained.
His wife of one week, Danielle, was by his side.
In a statement, she said: "We are well and truly heartbroken. I don't know how we're all going to go on without you. Our babies are devastated because daddy is gone. There is no man out there who could or ever would be as amazing, caring and loving as you.
"You truly wore your heart on your sleeve babes. I'm so honestly grateful I had the pleasure of knowing you and being your wife. You really made us whole. Our worlds have been completely broken at this great loss.
"Our lives will never be the same. Me and the boys miss you like crazy and love you like you'll never believe – you were our hero. Rest in peace babes, until we meet again."
Matthew's colleague, who has not been named, suffered a broken arm and jaw, and a twisted ankle. He has since been released from hospital.
West Midlands Police have said two teenagers, both aged 16, were arrested on suspicion of dangerous driving and have been released on police bail pending further enquiries.
Anyone with information on the incident is asked to contact police on 101 or Crimestoppers anonymously on 0800 555 111.
