In 2014, 51.5% of people aged 16 and over were said to be married or in a civil partnership. Meanwhile, 33.9% were single and never married.
Around one in eight people were living together as a couple, but were not married or in a civil partnership. The ONS added that cohabitation was most common among the 30 to 34 age group.
Elsewhere, an increase between 2002 and 2014 in the percentage of the population who were divorced was driven by those aged 45 and over, the report found, with the largest percentages divorced at ages 50 to 64 in 2014.
18.9% of women were not living in a couple, having been previously married or in a civil partnership. This compares to 9.8% of men. The ONS said this is due to larger numbers of older widowed women than men in England and Wales in 2014.
