According to Us Weekly, the couple have been secretly dating for two years.
The publication claims only the pairs' closest friends have known about the romance, with Holmes, 36, spending time with the actor at his 40-acre estate in Los Angeles. It is said the couple have spent hours together watching movies, having dinner and swimming.
They added that while Foxx, 47, may have a reputation for being a ladies' man, he refers to Holmes as "my girl" and when they spend time together, "her every wish is his command".
A source also told the publication: "They dance and just talk for hours. Katie loves that he makes her laugh. He does amazing impressions of just about anyone. It's one of his best flirting techniques."
Another insider claimed that the couple have a "flirty relationship" and there are "no strings attached".
People magazine has also reported the relationship, saying the actress has been spotted "often" calling in to Foxx's home.
"This is not some intense romance," they quote a source as saying. "Jamie and Katie are friends and have been for a long time. They are two adults who are attractive and single, and so apparently conclusions will be drawn.
"But contrary to those conclusions, they're not about to run off and make some serious commitment."
Holmes and Foxx were first romantically linked last year when they were spotted at a fundraiser in the East Hamptons, but the latter denied the claims at the time.
Holmes was previously married to Tom Cruise. The couple were married for five years, with the actress filing for divorce in June 2012. A divorce settlement was agreed the following month. The couple have one child together, a daughter named Suri.
Foxx, meanwhile, is a father to two daughters, Corinne Bishop and Annalise.
