According to reports, the licence will allow the criminal to marry a 26-year-old woman who has been visiting him in prison for the last number of years.
Speaking to the Associated Press (AP), Afton Elaine Burton, also known as 'Star', has said she "loves" Manson and plans to tie the knot with the 80-year-old.
She is quoted as saying: "Y'all can know that it's true. It's going to happen. I love him."
Ms Burton moved to California nine years ago to be closer to the criminal, who she maintains is innocent of murder.
It is not known when the couple will marry, but they have until February 2015 before needing to reapply for a licence.
Manson is serving a life sentence for his role in the murders of seven people and one unborn child in Los Angeles in 1969. Followers of a cult led by Manson, known as the Manson Family, stabbed and shot their victims over two nights in LA in what has been described as as attempt to start a race war.
Manson and three of his female accomplices were sentenced to death for the killings, but this was commuted in 1972 when the state of California temporarily outlawed the death penalty.
He has been refused parole 12 times and is not eligible to apply again until 2027.
