30-year-old Caine Hutchings had been taking his partner of two-and-a-half years, and their two dogs, to a local beauty spot on the cliffs of Blue Anchor, in Somerset.
As the couple drove on the A39 near Shapwick, Mr Hutchings lost control of the car and hit a tree. No one was injured in the accident.
It was while the pair and their dogs were being transported in a marked police car that Caine reached from the backseat and presented the ring, asking Emily Dukeson if she would marry him.
According to police, PC Nicola Rickards, drove the couple on to the Pipers Inn in Ashcott, where Caine took the opportunity to get down on one knee and make a more formal proposal.
PC Rickards said: "I said I'd drop them and the dogs at the Pipers Inn in Ashcott, he sat in the back and she was in the front. All of a sudden he produced the box through the middle; I'm not sure who was more excited.
"I had to remind her to give him an answer after a few 'oh my gods' and 'seriously?' from her, and said he ought to get down on one knee and do it properly when we got to the pub and that I wasn't leaving until he did."
The couple plan to marry next year.
