According to reports, the Minister of State at the Department of Health, Kathleen Lynch, is quoted as saying she hopes the government has "serious proposals prepared before the end of the year".
Currently, mothers in Ireland receive 26 weeks of statutory maternity leave, but the new laws would allow them to give two of these weeks to the child's father.
There are also plans that could allow parents to share parental leave more equally.
The proposals have sparked concern among many in the country, with some fearing that it will reduce maternity leave for mothers. However, speaking on RTE's Morning Ireland show on Monday, Ms Lynch stressed: "We don't intend to do that. That was never the intention and we don't intend to do it."
She added that if a woman did want to share her leave, then "it's hers to give [away]".
Discussions with women's groups are already understood to have taken place, with more expected to take place in the future.
