In 2012, there were 62 pregnancies recorded among women under the age of 18, the Office for National Statistics (ONS) has said. In 2010, the number of teenage pregnancies was 86.
Commenting on the figures, Harrow Council said it and the NHS run a number of schemes in the borough which have contributed to the fall in teenage pregnancies in recent years.
In a statement, Harrow Council Cabinet Member for Health and Wellbeing, Councillor Simon Williams said: "There are a number of unique and informative sexual education programmes that run in schools and colleges throughout Harrow which have contributed to getting the rates down and keeping them low.
"These figures demonstrate that these programmes are working, with Harrow having the lowest rate of teenage pregnancies in London. It is vital that we keep up the pace and continue offering support to young people on this issue."
