According to the Daily Mail, the equalities minister is set to discuss the topic of women returning to work today. She is also believed to issue a warning that it is unacceptable for highly-skilled and talented women to continue to fall behind men in the workplace.
It is understood more help will be offered to school girls to move ahead in business, while employers will also be urged to hire women over the age of 50.
The news comes as a government-backed report says stay-at-home mothers should go back into the workforce to boost economic growth. Experts believe that by getting mother's back into work, it would help increase economic growth by 0.5% a year or 10% by 2030, which is vital for Britain to emerge from the financial crisis.
A report by the Women's Business Council, commissioned by ministers, urges bosses to "support working parents" by offering more freedom over when and where they work, so long as the task is completed.
The group of experts, led by Ruby McGregor-Smith, the chief executive of outsourcing giant MITIE, added that "women should not just try to fit into the economy, they should be shaping it".
Mrs McGregor-Smith also criticised the "macho" culture in business for holding women back by resisting flexible working.
Currently, women make up 46% of the workforce but account for just a third of management roles.
The report will also urge firms to "do more to help mothers when returning to work", including offering work experience for those taking career breaks.
It added that ministers should expand the tax breaks for childcare, "if the economic climate allows...as we firmly believe this will aid economic growth".
The Women's Business Council report is to be launched at the London Stock Exchange today.
