Public Health Minister Michael Matheson added that as part of the new Scottish Patient Safety Maternity Improvement Programme, all pregnant women will now be offered carbon monoxide monitoring early in their pregnancy to check on the level of their exposure to cigarette smoke either through smoking or passive smoking.
Midwives could then refer mums-to-be to specialist stop smoking support services, as well as additional care during the pregnancy if required.
Mr Matheson said the latest figures were encouraging, adding: "We know that giving up smoking is the single best thing anyone can do to improve their health and for women who smoke during pregnancy, quitting is key to improving the health of both mother and baby. We now want to make sure that all pregnant women are offered carbon monoxide testing early in their pregnancy.
"Every child deserves the best possible start in life and we have already funded a Midwifery Champion for every territorial NHS Board. They will play a vital part in making sure that mothers, and babies, have safe and healthy lives."
According to health service guidelines, smoking 10 or more cigarettes per day during pregnancy doubles the risk of stillbirth. There is also a seven-fold increase in the risk of cot death when the mother smokes more than 20 a day.
Last month, draft guidance from the National Institute for Health and Clinical Excellence recommended women should be offered carbon monoxide tests during antenatal appointments and given help to quit if levels were too high.
