According to The Sun, the couple are said to have been on a number of dates in recent weeks.
It is understood Ora even met with the Scottish DJ and music producer in Las Vegas at the weekend.
The pair are reported to have been spotted flirting in a booth while Harris performed at the Grand Hotel's Hakkasan Club on Saturday.
He then posted a photo to Instagram of his rumoured girlfriend boarding his jet on Sunday, with the caption: "You again!"
Friends of the two singers have described them as a "perfect couple", with one adding: "They are having a great time and are really into each other."
Another source said: "It's early days, but they're keen on each other."
Ora has previously been linked with footballer Luke Magill, David Beckham's best friend Dave Gardiner and more famously, Rob Kardashian.
Ora and Kardashian had a bitter break-up in December after he publicly accused the singer of cheating on him.
At the time, she replied to the accusations, saying: "When you are involved with someone for a while and they decide to express their feelings to the public, well, that’s not my personal way of therapy but I guess everyone takes split-ups differently.
"I never actually thought it was a relationship in all honesty. I never mentally defined it as boyfriend/girlfriend.
"When I split up with him I said 'It's because I'm never there, I don't know how to do it.' That's all I said... then the rest happened."
