The couple announced their engagement via Twitter on Monday night, according to Digital Spy.
Earlier in the day, Made In Chelsea star Mackintosh tweeted that the pair were in Paris, after her partner took her to the city.
Later in the evening, the 23-year-old sent a tweet to her followers. It said: "At my favourite restaurant in the whole wide world and then..."
It was soon followed with the message: "If I could scream loud enough for the whole world to hear I would." The tweet also included a picture of her engagement ring.
In response to Mackintosh's joy, her 29-year-old fiancé also took to Twitter, where he wrote: "Happy days."
The couple began dating in December 2011 after it was reported Green - whose real name is Stephen Manderson – saw the television personality on the cover of FHM and called her.
At the BRIT Awards 2012, the pair debuted their relationship.
