Daniel Hendry, who is from Belfast, was in the Italian city with his girlfriend Kathryn Tully in February as they enjoyed their first holiday abroad together, the Belfast Telegraph has said.
Just before Valentine's Day, Mr Hendry had his girlfriend's "dream ring" in his pocket.
He said: "We were so excited about our trip to Venice, but what Kathryn didn't know was that I had a surprise up my sleeve. It was late at night and the streets were empty.
"I figured it would be less embarrassing if she said no and there was no one about. We were near our hotel and I thought it's now or never, so as we passed an empty square in a corner of the city I plucked up the courage."
Hendry said that after getting down one knee and popping the question, his girlfriend responded with a resounding yes. The newly-engaged couple then decided to take a walk along one of the Venetian canals to "let it all sink in", when their joy turned to sorrow.
Hendry explained: "Just after the glorious moment, as we walked along, the ring slipped off her finger. I will never forget that sound. It was total disbelief, my heart almost stopped. It then bounced on to a stone step and into the canal."
The 24-year-old tried to save the ring, but it quickly disappeared into the water.
He added: "Kathryn was hysterical, crying and sobbing. I couldn't believe it. I went to grab it but it was dark and there was no way I was going after it."
Following the ordeal, Hendry bought a cheap, temporary replacement for his wife-to-be, before paying for an identical replacement ring. However, the young man was given a discount by the staff in the jeweller's after they heard what had happened.
The couple are expected to marry next July.
