The marriage proposal saw hundreds of motorcycles blocking a Southern California freeway.
The men, including the would-be groom, were arrested following the stunt.
They were booked for investigation of misdemeanour public nuisance and participating in an unlawful assembly.
The groom, 24-year-old Hector Martinez, was also booked for investigation of exhibition of speed, authorities have said.
On 27 January, up to 250 motorcycles stopped on the eastbound Interstate 10 in West Covina so Martinez could propose to his girlfriend.
At one stage during the two-minute proposal, a bike sent up a cloud of pink smoke.
The event was captured on video and went viral on the internet. As a result, Sgt. Kurt Stormes of the California Highway Patrol said investigators were able to find the men through social media.
Sgt Stormes said: "It's a slap in the face of law enforcement, in general. They bragged about it a lot."
Martinez's girlfriend accepted the proposal, but she is not facing any charges.
